So, you can require that the user link to your main photography site. And hopefully, they'll follow your request and do it. In that case, I'd say a link from super-authoritative blogs like Consumerist, Wired, etc., is a pretty substantial payment. I do, however, wonder if actual paying clients, such as magazines are using Flickr in much the same way - searching Flickr for appropriate images with creative commons licenses.
